Trying to find a rule? Trying to determine what a rule
covers? You may find your answers more quickly by using the Index to the
Code of State Rules. If the rule title in the
CSR
Online search doesn't give you enough information, you can scan the section
headings within the rules of an agency using the index. The 550-plus page printed Index
lists:
-
every rule-making body, with the title number;
-
every rule name, with the series number; and for each rule,
-
the West Virginia Code citations which create the
rule-making authority for the rule;
-
the type of rule (legislative, interpretive, procedural);
-
the price to purchase a printed copy of the rule;
-
the effective date of the rule; and
-
the number and title of each section within a rule.
On this site, the Index is posted online for viewing and
printing using the Acrobat Reader. For information about how to download

Help. Because of its length the Index is divided into several
files to shorten downloading time.
Finding the Rule-Making Body in the Index
The organization of any state government can be
difficult to understand because there are so many areas of responsibility. To help
you find the rule you need, this site provides different ways to search for both the
rule-making agency and the specific rule through the
CSR
Online search options. For a short and simple overview of

Locating the Rule
Follow the directions at the top of the Table of Contents Page for
viewing the Index.
Viewing the Rule
A direct link from the Index to the rule is not available at
this time. When you have identified the rule you would like to see, note
its title number and series number. Go to
CSR
Online, search by
title and series number, and download the rule. Or, you may use the agency
or category searches in the CSR to find a rule without using the Index.
